
Meghalaya Minister Sanbor Shullai has welcomed the publication of draft building bye-laws for Cantonment areas, describing the move as a major step towards improving infrastructure development and addressing long-standing difficulties faced by residents of Shillong Cantonment.
The draft regulations, notified by the Ministry of Defence, have invited objections and suggestions from the public until August 3 before the final notification. The proposed bye-laws aim to provide a structured legal framework for construction, expansion, and regularisation of buildings in cantonment areas.
Shullai said residents of Shillong Cantonment had been facing challenges for nearly 37 years due to the absence of updated building regulations. He pointed out that after the introduction of a Floor Space Index (FSI) of 0.5 in 1989, residents encountered difficulties in carrying out construction and development activities.
The minister credited the efforts of the Shillong Cantonment Board, Ministry of Defence officials, Meghalaya Urban Development Authority (MUDA), and elected representatives for bringing the issue closer to resolution. He said several discussions were held to address technical concerns and ensure smooth implementation of the proposed rules.
Shullai also announced that a meeting would soon be held with the leaseholders’ association to collect suggestions and objections from residents before the deadline. The Ministry of Defence will review the feedback before issuing the final notification. The new bye-laws are expected to support planned development, improve civic infrastructure, and enhance living conditions for residents of Shillong Cantonment.
