Meghalaya Links Schools to Eliminate Paperwork and Admission Bottlenecks

The Meghalaya Cabinet has approved the Meghalaya School Education School Complex Rules, 2026, introducing a strategic institutional policy to link lower and upper primary schools with nearby secondary and higher secondary facilities. Announcing the decision following a state Cabinet meeting, Chief Minister Conrad K. Sangma explained that the state’s traditional educational setup frequently caused significant admission bottlenecks due to the sharp drop in the number of institutions as students advance to higher levels of study. According to official data, Meghalaya currently operates 9,244 lower primary schools, 2,396 upper primary schools, 1,755 secondary schools, and only 532 higher secondary schools statewide. Chief Minister Sangma highlighted that under the former structure, students were subjected to redundant, highly inconvenient administrative procedures, often having to re-apply for admission and resubmit extensive paperwork at multiple progression milestones—specifically when entering Class I, Class VI, Class IX, and Class XI. Under the newly established School Complex Rules, lower primary and upper primary facilities will be systematically mapped and connected to designated secondary and higher secondary anchor institutions, serving as administrative nodal schools. This integrated complex model aims to guarantee seamless transitions for young learners—particularly when moving from Class V to Class VI and from Class VIII to Class IX—without requiring families to submit transfer certificates or navigate repetitive admission formalities. Chief Minister Sangma clarified that participation in the school complex framework will be strictly voluntary for educational institutions and will not infringe upon the independent functioning, management structures, or administrative decision-making powers of participating schools, with state authorities approaching willing institutions to join the reform.
