
Meghalaya Cabinet has approved a series of measures to strengthen and regulate higher education in the state, including amendments to three existing university Acts and proposals for two new universities. The amendments to the Maharashtra Institute of Technology of Meghalaya and Mahatma Gandhi University Acts will bring provisions on the Visitor in line with UGC norms, with the Governor of Meghalaya designated as Visitor and increased government representation on university governing bodies. The Martin Luther Christian University (Amendment) Bill, 2026, was also cleared to align the institution with UGC regulations by restricting its operations to Meghalaya, removing distance education provisions and withdrawing its power to affiliate colleges. The Cabinet further approved proposals for Sister Nivedita University at Byrnihat and Khasi Jaintia Presbyterian University at Sohiong, aimed at expanding higher education opportunities in the state. It also approved the repeal of the International Open University Act, 2011, following concerns over the proposed university’s name and its compliance with UGC norms. The decisions are expected to strengthen regulatory oversight, expand educational opportunities and prevent future legal and administrative complications in Meghalaya’s higher education sector.
