‘Organized Crime Network Database’: India’s new database aims to track criminal networks and terror financing

India inaugurated its first-ever national-level “Organized Crime Network Database” (OCND), a historic project targeted at dismantling criminal syndicates that have repeatedly threatened internal security, in a significant boost to the country’s fight against terror-linked networks and organized crime. The database was unveiled by Union Home Minister Amit Shah during the “Anti-Terror Conference-2025,” a two-day yearly event hosted by the National Investigation Agency (NIA), the nation’s anti-terror force.

Because the database is AI-powered and intended to serve as an intelligent analytical tool, investigating officers can quickly obtain thorough information about organized crime. Investigating agencies can obtain First Information Reports (FIRs), charge sheets, dossiers, and other crucial information about organized crime from all states in real time thanks to this database. The National Intelligence Grid (NATGRID), an integrated data-sharing platform that supports law enforcement and intelligence agencies by acting as a master database for internal security and counterterrorism under the Ministry of Home Affairs (MHA), and state police forces worked closely with the NIA to develop the OCND.

Officials pointed out that because organized crime usually operates in several states, information is dispersed throughout different jurisdictions. According to an NIA official, “complete details of their activities were not available with any single state police force, allowing criminals to exploit loopholes in the system.” According to the source, the OCND integrates FIRs, charge sheets, dossiers, and other crucial inputs pertaining to organized crime from all states and makes them instantly available to investigating agencies in order to close this gap. The database includes fingerprint data and voice matching capabilities for these organized criminals in addition to profile information.
