Meghalaya’s VPP flags concerns over FCRA amendments, seeks safeguards for NGOs

The Voice of the People Party (VPP) has urged the Centre to adopt a balanced approach to the proposed changes in the Foreign Contribution (Regulation) Act (FCRA), saying some provisions could affect civil society organisations and their work on the ground. In a representation sent to Prime Minister Narendra Modi, the party expressed concern over clauses that may allow authorities to take control of assets belonging to organisations whose FCRA registration is cancelled. The VPP said such provisions raise questions about due process and possible misuse.

The party stated that while it supports the government’s efforts to ensure transparency and accountability in the use of foreign funds, the proposed framework should not create uncertainty for organisations working in public welfare. It pointed out that in the Northeast, many non-governmental organisations play an important role in providing basic services such as education, healthcare, and rural development. According to the VPP, several of these organisations operate in remote and underserved areas where government reach is limited.

The party also highlighted that a number of such institutions are run by minority communities, including Christian groups, and have been working for many years to support local populations. It said any policy that affects ownership or management of their assets could disrupt essential services and impact livelihoods. The VPP has called on the Centre to ensure that any amendments strike a balance between national security concerns and the need to protect the role of civil society in development.
