Heavy rains in Meghalaya claim two lives, affect thousands

The State Disaster Management Authority (SDMA) reported that heavy rains between June 10 to 17 resulted in the deaths of two individuals and impacted numerous villages across Meghalaya.

The deceased were identified as Probino Warbah, 48, from Tynring village in East Khasi Hills district, and Kantly Maram, 49, from Nongkroh Rambrai in West Khasi Hills district. Warbah drowned in the Umrynjah river on June 7, with his body being recovered on June 10. Maram was struck by lightning on June 12. The intense rainfall affected a total of 3,037 people across 42 villages.

In response to warnings from the India Meteorological Department (IMD), the SDMA and the State Emergency Operation Centre (SEOC) issued alerts via the Common Alerting Protocol (CAP) based Integrated Alert System. This system disseminates warnings to the public through SMS via Telecom Service Providers (BSNL, Jio, Airtel, Vodafone) and the Sachet Mobile App.

The CAP integrates various Alert Generating Agencies (AGAs) like IMD, the Central Water Commission (CWC), and the Forest Survey of India (FSI), with Alert Authorizing Agencies (AAAs) and Alert Disseminating Agencies (ADAs) to ensure timely and widespread dissemination of warnings.

The SDMA instructed all districts to prepare for the South West Monsoon by activating District Incident Response Teams (IRTs), maintaining 24×7 operations at District Emergency Operation Centres (DEOCs), issuing public advisories, and implementing immediate relief measures.

Relief efforts and restoration work have been undertaken by various agencies, including the District Disaster Management Authority (DDMA), Block Development Officers (BDO), Public Works Department (PWD – Roads), National Highways Authority of India (NHAI), Municipal Board, and Water Resource Department.
